The coastal areas in Vietnam are tremendously affected by the dynamics of erosion, which is anticipated to be exacerbated in the future under the increasing pressure of climate change and sea level rise. The sources of coastal erosion are complex with the multi-interaction among natural factors and socio-economic activities, which captures the massive attention to be investigated by scholars in Vietnam.

The circumstance requires a prompt response and rigorous interventions. Unfortunately, most of the available adaption and mitigation measures, namely beach nourishment, artificial sand dunes and dune rehabilitation, seawall, sea dike, storm surge barriers, land claim, etc. are costly, requiring a large investment. The prioritization of adaptation and mitigation measures is a necessity to allocate the public budget in a strategically efficient way. As a consequence, there is an urgent demand for a comprehensive decision-making framework to appraise several possible options through Cost-Benefit Analysis (CBA). It is necessary to evaluate all costs and benefits (accounting for physical and environmental impacts) of coastal adaption policy options for the affected area, and also considers both short- and long-run effects over the whole duration of the scheme.

Therefore, this project proposes to develop solid and robust economic tools for assessing the economic loss incurred from the coastal erosion in Vietnam, and for estimating the economic benefit generated by various mitigation and adaptation measures. The project relies on both theoretical models of optional management of seashores under erosion and on empirical models effectively evaluating the benefit contributed by the coastal system to the local economies.

To our best knowledge, there is no previous study assessing the economic benefits of coastal remediation in Vietnam, while it is a prerequisite for CBA. The advanced methodologies would be constructed and adapted for Hoi-An, one of the coastal areas affected the most dramatically by coastal erosion in Vietnam.
